Codex Chief of Staff

Please review this and make any suggestions for how a chief-of-staff thread should behave. Expand or clarify anything before starting.

I have XYZ work to do [[defined in markdown plan.md or listed as items]]. Please schedule work across worker threads and make sure they make progress, open PRs, address PR feedback, and have their code tested. You are the manager responsible for moving the work along. Use goals to keep yourself or the agents on track so that we can make this next release. I expect PRs to be ready to merge (or merged). Use a regular heartbeat every 10 min to get status updates and make sure work doesn't stall. All code requires tests. Worker threads check in when PRs are pushed or code review feedback is addressed, so we don't wait for the next heartbeat.
